Yes, water can stay liquid below zero degrees Celsius.
This can happen because the phase of water (gas, liquid or solid) depends on many things such as pressure and temperature. For liquids like water, the freezing point of water drops as you apply pressure.
This can also happen by additives, like salt, which can lower the freezing point of water. For example, the more salt you add to water, the lower the freezing point will be. This will continue till you reach the saturation point of water, where the water will no longer absorb the salt and the effects no longer stack.
